Existing-stock protection applies as long as a building continues to be used unchanged and no concrete hazard exists. It lapses on a change of use (e.g. office → care facility), on substantial alterations or when the competent authority identifies a concrete hazard. A periodic fire inspection, a fire protection report or an insurance requirement after a claim can also trigger a retrofit duty. The detailed rules are set out in the state building code — in NRW the BauO NRW. A blanket statement is not possible; we refer to the individual fire protection concept and the authority's position. In existing buildings somewhat more expensive than in new build — due to adaptations, partial demolition and logistics. With large defects lists the unit price falls through bundling.
